The
savings on complete abolition are estimated at $68,000 per annum, which will go far to offset the extra costs
referred to in paragraph 12. It is not of course
proposed to touch the allowances drawn by existing
officers except on promotion, and any such officer when
promoted will be brought on to his new scale at the
incremental point immediately above his existing salary
plus rent allowance.

I shall be glad, if you agree with these views,
to have your general approval in principle for the
re-organization of the grading of the Service on the
suggested basis.
Meanwhile I am asking the Subordinate
Staff Board to examine the specific grading of posts which
will be necessary in the new Special Class.

My views on the minor points raised by the
petition are as follows:-

Paragraph 5. The complaint as to the rent
allowance system will lapse if the proposals in the
despatch are approved.
Paragraph 6. I cannot recommend the payment
of travelling allowances to cover the cost of
getting from home to office, which is part of the
general cost of living.
Paragraph 16. I agree that the existing rule
as to educational qualifications should be
maintained.
Paragraph 17. The Special Class should
disappear on the introduction of the proposed new
grading system. Accelerated promotion can then be
provided by more direct means.
